What you have described is called a swift.It is used with a ball winder sometimes, but is not the same thing.Swifts are for hanging an opened skein of yarn on (after you open it sort of like an umbrella, thus the name) and then you can either wind the ball in your hands, or wind into a center pull skein on a ball winder.

I have a reel that was my grandmother's! She is 40 years old but she is perfect. It keeps selling, you ask for manual winder. Although I do not know if it will be the same quality as that of the '70s. I saw some nice and cheap pages in China, but I really do not know the quality and if they work for a very intense use I had a cheap Knit Picks winder that fell apart pretty quickly.I found the brand named "Royal" got good reviews and was reasonably priced and bought it.I've been using it with an umbrella swift for over 2 years and no problems. I not sure where you're shopping but most of the larger online yarn stores in the US carry them.

I'm flirting with the idea of buying one from aliexpress. Ladies in my knitting group have brought those pretty cheap red and white yarn winders and say those work fine.
I really only want to wind yarn cakes so I can dye them, so I guess those would be fine for me... but probably they are not heavy duty ones. :( I use the Stanwood Needlecraft Large Metal Winder. I got mine of Amazon. It's a beast and is still going strong after 5 years of constant use. I love it and highly recommend it over any plastic one. I bought to boxes for my threads, the winder was a very strong one.
In a few second your thread is on the bobbin, I use pastic bobbins.
A wanna have, the best gift I have it's great.:D I got mine off eBay. It was red and white and I've had it a few years now. I have had no problems with it and I do believe they do sell them. Another place is AliExpress. I second jademonkey, I have a Royal-style winder, with the box printed in Japanese (I've ordered it from a French site a couple of years ago). It works smoothly. An Amish style swift is a great option.
Ordered mine through amazon, ChiaoGoo Amish Design Wooden Yarn Swift. They have several options to choose from.
I bought the Boye swift. It was terrible! I have resorted to using my knees to keep the hank tight and then wind into a ball. Its tricky but I was desperate ;P i saw mostly are like an umbrella,or if the amount is not too much ,you can simply tide figure 8 I ordered mine from ebay. Not the best, sometimes it pinches the yarn while winding up, but works if I'm careful. On the internet, or hobby shop, where you can buy everything for your hobby. On the internet, or in your hobby shop for cross-stich, crochet ect. I've bought mine on ebay. Very good wool winder.
