[Knitting] How to knit the Roman Stitch

this is a multiple of 2 stitches

Abbrevations

k = knit  p = purl

Cast on an even number of stitches
Row 1 (rs): Knit all sts.
Row 2: Purl all sts.
Row 3: Knit all sts.
Row 4: Purl all sts.
Row 5: *k1, p1; rep from * across.
Row 6: p1, k1; rep from * across.
Repeat rows 16
for desired length

I've been working on knitting in the round, and have had to start over dozens of times because I am running out of room or do not have enough stitches to work with (stitches pulled too thin). And I also have the problem where my joining results in several inches between the beginning and end stitch.

I follow various instructions on Ravelry, most of which say to cast on between 100-120 stitches. On the 16" needles, it seems way too crowded; it's impossible to keep the yarn from twisting. On the 32" needles, it doesn't seem like there are enough stitches to work with.

I've tried magic loop and regular joining, but both result in unworkable crowding or are too far apart to make work. Which would be best for an adult-sized hat?

I can clarify anything if needed.
